Remember that special cup in Pokemon Stadium 2 that was open only to level 5 Pokemon (in other words, babies)? I say we should do that with newly hatched Pokemon in D/P. That means NONE of the Pokemon can be trained, so NO ONE has any advantage or disadvantage from EV training. All you have to worry about are IV's (which don't have THAT much of an impact on newborns... maybe a two or three point difference) and movesets. Stone evolutions and TM/HM use is perfectly ok, so long as the Pokemon you use has NEVER fought in-game before.

I believe that tournament also had only basic evolution pokemon as well.
